Volume rates are marginal, so adding people never lowers your total and never triggers a jump.

Why it is flat to 100
Safety software usually charges per person, which means the contractor with the least administrative help pays the most attention to the meter and the least for the product. A 16 person crew needs the same certification tracking and the same subcontractor documents as a 300 person one.
The flat base means small contractors get the whole platform, and the per person rate only starts where it stops being a burden.
