Volume rates are marginal, so adding people never lowers your total and never triggers a jump.

Why it is flat to 100
Per person pricing works against small contractors. A 16 person crew needs the same certification tracking and the same subcontractor documents as a 300 person one, so either the vendor prices them out or serves them badly.
The flat base covers the whole platform up to a hundred people. Above that, the per person rate takes over.
